SAY WHAT? TWO BILLION PESOS FOR A PASSPORT MODERNIZATION PROJECT AND THAT AMOUNT WILLBE COMING FROM THE FILIPINO PEOPLE'S POCKETS. CRIPES! THE DFA SHOULD AVE STUCK WITH THE ORIGINAL B.O.T. CONTRACT WITH THE PROPONENT AND LET THEM FUND THE PROJECT, THEN THIS TWO BILLION PESOS CAN BE ALLOCATED FOR SOME OTHER INFRASTRUCTURE PROJECT. I WILL DEFINITELY FOLLOW THIS ISSUE. AFTER THE BROADBAND ZTE SCAM, HERE IS ANOTHER SIMILAR ISSUE THAT MUST BE SCRUTINIZED.

I don’t think the DFA will cancel the contract with the BCA if there were no legal grounds. Besides the matter about Philippine passport is very important as this is a piece of document not only meant to facilitate travel overseas, but also serves as a primary identification card in the Philippines. Perhaps, the Proponent, in the course of implementing the initial stages of the project, ran out of enough funds to cover the project. I don’t think the DFA would just hostage the project in midstream. There must be correspondence from the DFA asking the BCA to present additional proof of funds. BCA must have been given extensions of time to provide additional proof of financial capacity. Maybe the advice sent by the BCA as stated in the complaint letter filed by CGP, came in a little too little too late that there was no recourse but to terminate the agreement and the agency had to scout for a new supplier to continue the project.

PHILIPPINE MACHINE-READABLE PASSPORTS ARE TAMPER-RESISTANT AND FULLY ICAO-COMPLIANT
21 April 2008 - The Department of Foreign Affairs assures our people that the new machine-readable passports (MRPs) being issued by the department are tamper-resistant and fully compliant with the standards and requirements of the International Civil Aviation Organization (ICAO).

The Philippine MRPs incorporate security features specifically designed to discourage tampering and improve the integrity of the passport system. Otherwise, tampered or forged passports will be rejected at airports, ports of entries of foreign countries.

The security features include, but are not limited to, the following:
1. watermarked paper and colored fibers,
2. ultraviolet (UV) - reactive inks,
3. a combination of security prints, such as fine lines with modulation, guilloche design, art screen and dash effects and microtext,
4. laser-perforated alpha-numeric serial numbers,
5. security laminates that are ultra thin with strong adhesion to prevent chemical, thermal or mechanical forgery,
6. high-level origination and high image definition,
7. high security animated and color switch optical imaging, and
8. nano imaging.

All relevant Philippine government agencies particularly the Bureau of Immigration, as well as all governments of the world, have been fully apprised of the features of the new Philippine passport and are thus able to detect forgeries and discrepancies which is highly prejudicial to Filipinos using said forged/fake passports.

Immigration officers are equipped with special tools for ascertaining the genuineness of passports.

The new MRP system includes the development and maintenance of a secure passport database to aid in rooting out identity theft and raising the integrity of the country's passport system.

Since the launch of the new machine-readable passports in June last year, the department has not had any verified case of fraud successfully foisted against the Philippine MRP.

The department is constantly evaluating and undertaking measures to improve the security of the passport system. END

The Filipinos should know about the background of this matter. It will be better if we get to hear what the involved officials from the dfa or the bsp.
